非利不動, 非得不用, 非危不戰.
Don't mobilize the military if you don't have an advantage, don't operate the military if you think it's a long shot, and don't go to war if (the country) isn't at stake.

主不可以怒而興師, 將不可以慍而致戰.  
A monarch should not raise his army just because he is angry, and a general should not enter war simply because he is angry.

合於利而動, 不合於利而止.
If it is in the interest, the army must be moved, but if it is not in the interest, it must be stopped.

怒可以復喜, 慍可以復悅, 亡國不可以復存, 死者不可以復生.
Anger can turn into pleasure (over time), and an angry heart can become joy again, but once a ruined country cannot exist again, and the dead cannot come back to life.

故明君愼之, 良將警之.
Therefore, a wise monarch should be cautious (in war), and a good general should be vigilant (in war).

此安國全軍之道也.
This is the way to promote national security and preserve the military.
